HOW CAN I ALLOW USERS ON MY JOOMLA WEBSITE TO MANAGE THEIR ADS WITHOUT USING COMMUNITY BUILDER?

NORTON INTERNET SECURITY 2006 WILL NOT ALLOW ME TO SURF THE INTERNET?
I have a problem. I am operative on a clients mechanism and it is incompetent to get on the internet. He settled which about a week ago he was means to get on the internet but right away he is unable. While using Norton Internet Security 2006 the internet will not work but if i invalidate the focus I am means to do so. I authorised iexplorer.exe full entrance to the internet by NIS06 but it still will not work. I additionally utterly uninstall the module and reinstalled it and still cannot get it to work. I additionally did a complement revive for a week behind and reinstalled NIS06 and I still have the same problem. Do anybody have any ideas on how to finalise this complaint thanx.
